In Leviticus 25:44-46, it states “you may purchase male or female slaves from foreigners among you.” Children may also be purchased, including those who were born in your land.
It further details how you can pass the purchased children/slaves, and inherit them to your children. The passage details that you can treat foreigners this way, but not those who are from Israel, considered your relatives.
