Cowell Beach in Santa Cruz
This beach is popular for those who are learning to surf and is located in an area of Santa Cruz known for an active tourism industry. The water, however, is considered the most polluted in California. This is often not a surprise to locals because this beach has been rated as one of the worst in California since 2009.
Heal the Bay, an organization that ranks beach pollution, has ranked Cowell Beach as No. 1 when it comes to bad water quality on beaches in California. Its high bacteria levels in the water were not able to reach the state’s health standards in 2014, and the beach, while working on improving, continues to be rated as one of the dirtiest.
