Women can go topless in public, so long as they are not promoting a business.
With all of the laws prohibiting indecent exposure, it does come as a surprise that a law permitting public nudity is still in place. Though some may argue that the laws against women going topless are misogynist, the law is still surprising in the twenty-first century!
