It is in the Southern Tier near the Pennsylvania border. It has a rising crime rate which increased by nearly 25 percent for 2013-2014.
There is no specific reason that may justify the sudden increase in crime, but FBI reports connect it with increased possession of firearms and drug abuse among the youth.
