Sure, you can say that people from nearly anywhere in the United States have some form of charm and hospitality, but some states are known for friendly residents more than others. You might find that a great deal of residents in Utah are genuinely nice people, regardless of their age their gender, or where they live in the state.
Visitors who are not from the state, often feel welcomed right away by the residents of Utah, who are known for making you feel right at home from the moment you arrive. Whether this is a true stereotype of the people who live in Utah, may depend on who you ask.
