This beach is popular for those who are learning to surf and is located in an area of Santa Cruz known for an active tourism industry. The water, however, is considered the most polluted in California. This is often not a surprise to locals because this beach has been rated as one of the worst in California since 2009.
Heal the Bay, an organization that ranks beach pollution, has ranked Cowell Beach as No. 1 when it comes to bad water quality on beaches in California.
